Initiatives in National Mission for Clean Ganga for Namami Gange

 G. Asok Kumar superannuated from Government Service on 29-Feb-2024 as Director General, National Mission for Clean Ganga (NMCG) in the rank of Secretary to Government of India.  NMCG is the implementing agency for “Namami-Gange", a flagship program of the Government of India, launched in 2014 to clean and rejuvenate River Ganga and its tributaries. During his tenure, under the guidance of PM Modi, Namami Gange scaled new heights, made significant progress & won many accolades. It was recognized by the UN as one of the top 10 “World Eco- Restoration flagships” at the CoP 15 of Biodiversity at Montreal on 13th December 2022. This was done by UNEP and FAO led UN Decade after examining over 160 eco restoration programs across the world,  examined on "their effectiveness & success to halt environmental degradation, reverse environmental degradation, that too with people’s active participation", etc.

G. Asok Kumar has been associated with NMCG since 18 February 2019-- first as Executive Director (Projects) and then as Director General.

In his tenure as Director General from 1 January 2022 to 29 February 2024, the completion of projects saw a significant jump. Compared to  993 Million Liters Daily (MLD) sewage treatment capacity (74 Projects- 62 in Mainstem and 12 in tributaries) created in the Ganga Basin under Namami-Gange in the 8 year period from 2014-2021, additional 2593 MLD treatment capacity was created in  2 years-2 months period. Another 343 MLD treatment capacity is scheduled to be completed by 31 March 2024. That would be 2936 MLD or about 3000 MLD in 2 years 3 months period!.

Asok Kumar could achieve this due to closer, tighter, periodic monitoring of the projects; frequent visits to project sites and quick decision making; and pro-actively engaging with all stake holders to remove bottle necks in the form of pending-permissions, delay in taking decisions, site and land related issues etc. This led  to speedy completion of large number of projects, some started as early as 2015!

This has resulted in improved quality of water in the river, INDICATED by : (1) the reduced number of polluted river stretches seen in reduced BoD (Biological Oxygen Demand) levels (<3 milligram/liter); increased DO (Dissolved Oxygen) level (>5mg/lt) as reported by CPCB (Central Pollution Control Board) ; (2) improved bio-diversity (increased sightings/sighting-river stretches of Dolphins, Otters, gharials etc) as reported by Wildlife Institute of India and villagers on the banks of the rivers and (3) the positive appreciation from the pilgrims who take dip in River Ganga………

Initiatives in Namami Gange for Arth Gange and Peoples' Participation

In G. Asok Kumar’s tenure as Director General, National Mission for Clean Ganga (NMCG) since 1 January 2022, there has been an enhanced focus in making Namami Gange Program sustainable, by pitching it as peoples’ movement, as envisioned by Hon’ble Prime Minister. Hon'ble PM in the 1st meeting of the National Ganga Council on 14 December, 2019 at Kanpur espoused the concept of "Arth Ganga" to make the "river-people connect" through an economic bridge. In March 2022, the  6 verticals of Arth-Ganga were formalised. They are  (1) Zero Budget Natural Farming  (2) Reuse and Monetisation of Treated water and sludge from STPs (3) promotion of livelihood opportunities (4) Promotion of Cultural heritage and tourism (5) People’s participation (6) building up of institutions and developing their capacities. All these were to be achieved with active co-operation and participation of other Ministries/ Departments concerned, in the true "Whole of Government" approach advocated by the Modi Government.  

On 6th April 2022, Asok Kumar started the concept of DGC forum meetings- a mandated monthly fixed meetings of District Ganga Committees formed earlier. 139 DGCs had not held meetings, till this was launched along with a portal -Ganga District Performance Monitoring System (GDPMS). From ZERO at the start of April 2022, so far till 15 February 2024,  DGCs have held 2594 meetings and their  MoM (Minutes of Meetings) uploaded to GDPMS. Meetings held under District Magistrates or the heads of the administration of districts on the banks of river Ganga, have  3 major agenda to deliberate.- “National or NMCG agenda,  local agenda and seasonal agenda,. This decentralized involvement of local administration and stakeholders have attracted the attention of National Green Tribunal, which has started direct dialogues with DGCs, who have been asked to prepare District Ganga Plans etc and oversee its implementation. This effort of Asok Kumar ensures sustenance and quality of the efforts done by Namami Gange to clean and rejuvenate River Ganga and its tributaries by actively involving local stakeholders and ensuring decentralized monitoring. Along with this, the concept of Urban River Management Plans (URMPs) to bring river management as a serious element of urban planning has also started. 

River Cities Alliance (RCA), which was started on 25 November 2021, with 20 cities on the basin of River Ganga has now gown to an organization with 142+ cities on the banks of various Indian rivers. Expanding its scope and reach further, Global River Cities Alliance (GRCA) was launched under the leadership of NMCG at the CoP 28 at Dubai with 11 countries and International Funding agencies joining together.....

CATCH THE RAIN, where it falls, when it falls...

One of the biggest campaigns in the world to conserve rainwater- was launched by Hon’ble Prime Minister of India on 22 March, 2021: “Catch The Rain” is to nudge the states and stake-holders to create appropriate Rain Water Harvesting Structures (RWHS) suitable to the climatic conditions and sub-soil strata, with people’s active participation, before the onset of monsoon. Creation of new and maintenance of old Rainwater harvesting structures; revival of traditional rainwater harvesting structures like stepwells etc; enumeration, geo-tagging and making inventory of all water bodies; preparation of scientific water conservation plans; setting up of Jal Shakti Kendras and intensive afforestation are part of the “Catch The Rain” campaign...

Sahi–fasal-- Agriculture thru the prism of water

Sahi-Fasal  campaign, launched by National Water Mission  is  to nudge farmers to go for the right crops which are not water intensive, suited to the agro-climatic conditions, meets the food security of the country and nutrition standards, are remunerative to the farmers and uses water efficiently. This campaign encourages farmers to diversify to the crops which give more net- income per drop. If the crop cannot be changed, then irrigation practices be changed to improve the water use efficiency and reduce the water foot print. It looks at Agriculture through the prism of water usage and water use efficiency for better Demand side management. Crucial for India’s water security as over 85% of water usage in India is in agriculture sector...

Elimination of Child Labor- The Veilpur experiences

This is an incredible success story of a movement against Child labor in the highly child labor prone district of Nizamabad, Telangana. Sustained even after 2 decades, this is testimony of the axiom that social issues can only be successfully and sustainably addressed if it is made into People’s movement.

In 2001, under the leadership of G.Asok Kumar, the then District Collector of Nizamabad district,(then in the state of Andhra Pradesh), community took and stuck (so far) to the  solemn pledge to ensure that all children in the 5-15 age group in Veilpur mandal (tehasil) attended schools and NO Child would be engaged as a labor in any form in the mandal....

Shubrata- Construction of 1.4 lakh+ toilets in 2002

“Shubrata” or Cleanliness in Telugu was a very successful campaign with people’s participation to construct over 1.2 Lakh pucca Individual Sanitary Latrines (ISLs) in Nizamabad district, Telangana state (then Andhra Pradesh state), India in a period of just SIX MONTHS -from June to December, 2002! By the time the drive was over, in one year over 1.4 lakh pucca toilets were competed. The toilets built in 1000 schools in Jan-June 2002 was its harbinger.     “Shubrata” was much ahead of its time, many years ahead of the Swatch Bharat Mission (2014-2019) or even the Atal Nirmal Gram Yojana (2003) to push for permanent toilets in the rural areas of the country. Pothu-Rajus’ Emancipation & ending of Jogini system

Over700 year old practices, some very barbaric ones, practised by PothuRajus were put to an end by a innovative and out of the box solution. This bold step, overthrowing the yoke of traditions,   helped them to shed their life of penury and social ostracism and the join the mainstream of life. As a fall-out,it also ended the age-old practice of Joginis in Nizamabad district, which put the life of any young girls into risk and humiliation, who were  dedicated to local goddess at a very young age  and then exploited shamelessly  as common property resources by men of  the village. Pothurajus were the priests ordained to convert young girls to Joginis.  Ending Pothuraju system ended the Jogini system as well…

Asok Sagar, Nizamabad/ Asok Nagar, Kadapa

To have a place named after an officer is a very rare event. Rarer still is the chance of two places named after an official. Asok Sagar is a 200-acre lake in Nizamabad district of Telangana, named after Asok Kumar the popular Collector of the district in the 2001-2003 period. This has been developed as a popular tourist destination with restaurant and boating facilities.

Asok Nagar, in Kadapa district is a new village settlement in Pulivendula, the constituency of Dr Y.S.Rajasekhara Reddy, (YSR) the then Chief Minister of Andhra Pradesh. The village was named Asok-Nagar in 2006 by the Chief Minister himself after the then Collector Asok Kumar, who had helped in quick development of Kadapa district in the tenure of YSR as the CM of AP ...

The Be-Bold Campaign against the stigma and discrimination of HIV/AIDS affected people

The Be Bold Campaign is considered as one of the best interventions in the fight against HIV/AIDS, acknowledged even by UNAIDS. This campaign had resulted in significant reduction of stigma and discrimination against HIV+ve people and mother to child transmission in the state of Andhra Pradesh, India and increase in testingto know HIV status and off take of medicines and treatment, resulting in a perceivable reduction in overall incidence of HIV. G.Asok Kumar, the man behind this campaign as Project Director of AP State AIDS Control Society (APSACS) from June 2006 to March 2008, was invited to make a presentation in the International AIDS Society’s Annual Conference in Mexico city in August 2008. The campaign followed the testing, tracking and treatment protocol with strong emphasis on reduction of stigma and discrimination of HIV- affected people.

Starting of 119 BCW English Medium Residential Schools on June 12, 2017, in 120 days:

This is the story of an herculean effort, successfully accomplished, to start 119 BC Welfare English Medium Schools @ 1 per Assembly constituency on 12th June 2017, in a matter of less than 120 days; after procuring and ensuring all these infrastructure facilities; recruiting over 1000 temporary staff and giving fresh admissions to 28560 students selected by conducting entrance exams –requiring close monitoring & tremendous co-ordination with district officials, vendors, government departments, parents, press and media. These schools were stabilized within a month of its starting and were functioning well, earning plaudits from parents, press, media and NITI Aayog.

Never before in the history of the country were so many Residential Schools started on a single day! (and that too in such short time)

Global River Cities Alliance

The Global River Cities Alliance (GRCA), led by the  National Mission for Clean Ganga (NMCG) under the Ministry of Jal Shakti, Republic of India, was launched on 10th December 2023 at the COP28 of the United Nations Climate Change Conference in Dubai, United Arab Emirates with countries namely India, Egypt, Netherlands, Denmark, Ghana, Australia, Bhutan, Cambodia, Japan and river-cities of The Hague (Den Haag) from the Netherlands, Adelaide from Australia, and Szolnok of Hungary and International funding agencies the World Bank, Asian Development Bank (ADB), Asian Infrastructure Investment Bank (AIIB) and knowledge management institution like KPMG entering into a partnership, expanding the reach of the existing River Cities Alliance (RCA), formed  by NMCG in association with NIUA  in 2021.

PRAYAG- Platform for Realtime Analysis of Yamuna And Ganga and their tributaries

PRAYAG, (Platform for Real-time Analysis of Yamuna And Ganga and their tributaries), launched on 20 April 2023, serves as a Real-Time Monitoring Centre dedicated to the strategic planning and oversight of projects, river water quality, and more. It utilizes diverse online dashboards, including Ganga Tarang Portal, PMT Tool Dashboard, and Ganga Districts Performance Monitoring System and live feeds from CCTV cameras at various STPs and construction sites. This has a made a paradigm shift in functioning of the STPs, as technical data of quantity & quality of  input & output water from 308 STPs in River Ganga basin  are monitored  24X7 at PRAYAG along with river quality information from 110 locations in the River Ganga and its tributaries....

Water Talks, Water Tech Talks, Water Biz Talks

"Water Talk" Series was started on 22 March 2019, World Water day, as a lecture series on every second Friday of the month. During the Covid pandemic, it was continued as Webinars on digital platform. Experts, Academicians, Activists, Practitioners - all were invited to share their experiences in water conservation. It became very popular that some talks got over 2.5 million views!  Encouraged by this, he started Water Tech Talks (every first Friday) to discuss about technological advances in water sector and then the "Water Biz Talk", every fourth Friday to discuss about business opportunities in water

Jal Shakti Kendras (JSKs)

As an innovative attempt  to break the Silos in water sector, Asok Kumar conceptualized "Jal Shakti Kendras" (JSK) as a Common One stop resource center on all water related information of a district, as a part of the "Catch The Rain" campaign he had initiated. JSKs are now set up in over 600 out of 700 odd districts in the country.  These JSKs will also  act as “knowledge centres” for disseminating information related to water, techniques for water conservation and water saving and also provide technical guidance to local people as well as to the district administration. They will help in preparing the water budget for the district and also planning crops based on the water availability.

In 1998, got posted as the 1st DS in the 1st IT Department in a state in India. Getting the responsibility to computerize 1124 Mandal( Tehasil) offices, 78 Revenue Divisional Offices, and 23 District Collectorates(hardware side) and getting data of all 6 Crore people in AP computerized, give them all a unique number- the fore-runner of the present Unique ID number Adhar number (software side), in a year, was a mission impossible! Took charge on 28/5/1998 as the 1st Project Director, Computerisation of Mandal Revenue Offices, Ex-officio DS in Revenue and IT departments, with this daunting responsibility. Phase-I was scaled down to verification, computerization of databases; and installation of hardware in 90 Mandals, 78 RDO offices, and 23 Collectorates by Aug 15,1998! ......

In 2001, when cell phones had not yet become  popular, but the country was dotted with the “Re 1/- coin- black Public telephone boxes” and “the yellow STD” booths, this “Dial your Collector” program, Initiated by the young Collector was a game-changer. Asok Kumar has made significant contributions to the Water and Sanitation sector with many of his novel initiatives. Staring with the 'Catch The Rain" campaign, the "Shubrata" drive to construct over 1.4 lakh+ Individual sanitary Latrines in houses and 3500+ toilets in schools and constitution of Habitation-wise drinking water committees in 2002 in  Nizamabad; starting of  daily water supply to core area in Hyderabad;  other projects in Hyderabad like the completion of Krishna Phase II project, starting of Godavari drinking water project, construction of STPs with 700+ MLD total capacity, restoration, rejuvenation and beautification of many lakes- etc; cleaning of Ganga river; starting of Webinars like Water talks, Water Tech talks etc for awareness generation etc are some of the initiatives worth mentioning.
